EU Investing Some 100 Million Dollars a Year
in Development and Aid Programs

Lubango, 12th June: The EU annually invests approximately 100m dollars in Angola's Emergency and Development Program, which has a social and economic impact. The Angolan Press Agency, Angop, learned this in Lubango today from an official source.
EU adviser in Angola Tom Vens says this money is used in programs connected to food aid, health, school rehabilitation, road repairs and education. Vens said development programs tend to concentrate on Huila, Benguela and Huambo provinces, while food aid and health programs tend to target northern Angola.
Vens also disclosed that the EU and the Angolan government signed a five-year bilateral cooperation agreement under the terms of which the EU will make available 167m ECUs for various purposes.

President Leaves for Russia; Comments on Peace Process

Angolan President Jose Eduardo dos Santos left Luanda today for Russia for a two-day official visit. A President's Office press release reports that the two countries will sign a document on friendship, commercial and economic cooperation, diamond mining development, mutual investment protection and eliminating the need for visas on diplomatic and service passports. This is the Angolan head of state's first visit to Moscow since the former USSR's break-up. At 4th February Airport before leaving, President dos Santos said the Angolan peace process has experienced some progress but there is still much to be done.
[Dos Santos - recording] It is important for Angolans to remain serene and continue working so we can achieve peace as soon as possible.
[Unidentified reporter] Concerning the peace process, is there any good news?
[Dos Santos] We are still working on it. The next few days should show how the situation will develop.
[Q] [Words indistinct] has tension been eased?
[A] Tension has not been completely eased yet, but the government, mediators, observers and - I think - the National Union for the Total Independence of Angola itself are working to this end, and to ensure that the process is put back on track.

UNITA Forces Reportedly Attack Vehicles, Kill Nine in Malanje

Reports from Malanje Province say nine people were killed and eight wounded as a result of an attack by National Union for the Total Independence of Angola [UNITA] forces on three privately-owned vehicles along the Cangandala-Mussende road on 15th June. Superintendent Alberto Fernandes, Angolan Police Malanje Province Command spokesman, reported this today.

Joint Commission Reports "Massive" UNITA Troop Movements

The Joint Commission, the body that supervises the implementation of the Lusaka Protocol, on 16th June said it was "very" worried about continuing movements by "UNITA's [National Union for the Total Independence of Angola] residual forces" in just about every part of the country. The view was disclosed in Luanda by Francisco Nogueira, acting spokesman for the UN Observer Mission in Angola, at the end of a Joint Commission session that analyzed the crisis afflicting the Angolan peace process. Nogueira confirmed that there is a massive movement of UNITA armed elements in just about every corner of the country, notably in northern Angola. He said the Joint Commission has characterized the situation as "serious". Citing Alioune Blondin Beye, Nogueira said the UN secretary-general representative in Angola has once again urged the signatories to the Lusaka Protocol to renew efforts with a view to guaranteeing trust and security among the residents.
