Maybe they have been buying it back? Why not buy a bunch back and THEN announce you're buying it back...then you get a better price.

I've been asking that same question of people for months now. Unless ORCL is getting an unusually high return for this idle cash (which I doubt), they should be out looking to make acquisitions or be buying back their own stock.
