Looks to be more of a political response than an economic argument.
He leaves too many things open by saying "Asia and Japan possibly caught in a downward spiral without stating its long term consequences", he also forgot to mention the small detail about the period over which he thinks recovery is possible.
May be just soothing investor's anxiety there like Greenspan/Rubin/Clinton do here.
