Back during the height of the Latin American debt crisis in the 70s and 80s the Brazilian Finance Minister, Delfim Neto (by spelling is probably very wrong) made an interesting observation about larger debt. "When you owe the banks a million dollars and can't pay, you've got a problem. When you owe them tens of billions and can't pay, they've got a problem."
