I think what I'm saying Grant is that there is a system in place to
monitor and investigate improper procedure or activity already in
place structured by the BCSC and VSE respectively and we know that NPA
has been investigated or is under investigation and the determination
of whether or not there has been criminal activity has not yet been
made. It would be the mandate of the BCSC to inform the RCMP if they
had discovered such activity and then a group action can be taken
civily in the courts. As I understand things the BCSC also regulates
the VSE and if VSE have acted incorrectly in these dealings BCSC would be the people to source information from.
