I live in Rio, and spend a lot of time in BA, Lima, LaPaz, Santa Cruz, etc... My company is involved in the planning of deep gas exploration in northern Argentina, and development of the Brazilian gas corridor from neighboring countries.

Rio is expensive, but it has all of the amenities. I rank it as being in the upper half of lower first world, Rio that is. I have lived in Jakarta, Bogota, Damscus, Dubai, and Muscat. In Rio, the lights stay on, the roads are good, the tap water is drinkable, and the local food does not make one sick. There are a lot of protectionist type tariffs on imported goods, like cars and electronics. The rent is high, but the city is between the mountains and the ocean, like Hong Kong. It is a beautiful city, but like all other large metro and urban areas, it has its share of crime. Two million would go a long way here, but it would go a lot further in a place like Costa Rica.
