Your criticism is well-taken, and you are right that they could hardly just put the whole lot up for auction. On the other hand, raising the yen/dollar rate is always going to involve decreasing the value of their US-denominated notes.

They bought these as a currency hedge, though. What better time to use them than now. More realistically, they might simply hypothecate the funds against the bad loans and hold them, only selling to support the yen. But SOMETHING has to jump-start the financial markets on the Pacific Rim. Even if they sell off considerable chipmaking assets, they need a source of business -- a lot of analysts see increased Asian participation in the IT market.
