The Ditch. You have stated a common misconception:

That misconception is: A stock has to be marginable to be shorted.

That statement is incorrect. I have spoken to the SEC and NASDAQ. A stock does NOT have to be marginable to be shorted. Anyone can do it EXCEPT for the simple fact is that I don't know ANY broker that will let you short a penny stock. Sorry.
