Maybe so, but: "Remember Pearl Harbor". This is just the kind of dramatic stroke that will appeal to the Japanese. And while the gov't is hidebound in the sense that they have difficulty changing tradition, it has the benefit of being capable of sudden, dramatic action in support of a national issue like this. I wouldn't discount the possibility of seeing a bridge bank created in the next few weeks, followed by some sort of guarantee of these loans using US Treasuries.

Maybe not the full $500BB (my own very rough approximation of the amount of non-performing loans in Japanese banks) and who can guess the time span, but there is something to be said for drama to help stop a widely-perceived "downward economic spiral".
