Frank, can the CLECs access copper using the security tariffs. These tariffs are for alarm companies that need copper to set up a dedicated alarm monitoring circuit. These tariffs also allow the alarm company to put electronics on both ends of the copper and were very favorably priced. Do the ILECs charge for colocation of equipment at the wire center?
