I only know about e-trade. I have accts w schwab, (don't know, only do 2 year longs and mf's ) and suretrade, only 1/32

High blocks at 64ths are MM trading between themselves.

Not just MM's - you can go out and offer it at 64ths on Selectnet if your software supports increments of 1/64. I've done it a number of times.
