I currently use Netscape Proxy (socks 5 compatible) but have also tried with Wingate with same negative result.

I'm sure it's not a performance problem, it's simply that those "certifying" the client's socks-conformance have little clue to what is required to go through a socks-proxy. For starters, the client need to be aware of the proxy. You can't just make a socket client and say it's "socks 5 compatible" unless there is provision made for using such a proxy. Look at Netscape Navigator/Communicator, MSIE and Eudora for example; they all work with socks 5 proxys but of course need to be informed about the proxy's ip address. In SE Online there is no place you can enter that. Nada. Zip.

What really gets to me, it that they claim that their software *is* socks 5 compatible, and their support guy even confirm it - but they are utterly unable to give any kind of hints to how to make it work.
