Stitch, Israel was only subject to International pressure, Bulganin went so far as to send a nuclear ultimatum (to France and the UK as well). I Think that like Israel, if Japan wishes, it can withstand such pressures, but if they let Asia go down in a spiraling depression, Japan will not escape, nor does it have, IMHO, any single strategic, economic or other goal to achieve by such actions. It will be much more difficult to act efficiently when Japan has 8% unemployment and confidence levels at zilch than it is now. Time is of the essence, and I was not joking that the pressure on Japan is to avoid national suicide.
