simply a VERY SMALL problem for two of the biggest banks in Japan.", you must compare these figure to their net tangibles, not total assets, the assets are loans outstanding, if let say, NTCB has only 5% net tangible (% of total assets), it is actually wiped out, and certainly far from meeting the domestic minimum of 4% net tangibles and 8% for being an International bank. Since most of the Japanese banks were struggling to get to the 8% net tangible assets to qualify for large international transaction, you can assume that at least one of the two (Possibly) LTCB) was far from 8% and thus in "direr" condition.
