there is latitude/discretion, note the naz usually won't answer for 45 days, then almost always a request for more info...akin to a first try denial..then after all the questions are answered another 30-45 days before approval if, all requirements are met... and no, they dont look at just one period in time, it depends on a number of factors and variables but, imho...this is the long version.
