Will the ITU open its arms and embrace the new IP life forms of telephony, or will it too continue to conduct business in the same-o same-o bureaucratic manner, with its every-four-year plenaries as usual?

Hmm, the ITU I think you'll find are a diferent organization these days. Work on the development of the H323 protocol continues apace with Version 2 being ratified in February this year. In fact V1 was done in record time, 17 months I believe, and has support from vendors in both the Data and traditional Telco sectors. The Chief Rapporteur for this in the ITU is an ex Lucent employee and Lucent actively support this standard as do 3Com Cisco and Ascend amongst others. Don't think for one moment that the IETF are a wonderful all knowing and fast track standards body. If you look at whats happened to L2TP (Standard for IP Virtual Private Networks) in recent months for example, it seems to taking forever to get something ratified. In addition to this, ETSI are pushing to make sure that vendors and network operators all sing from the same songbook and guess what they are nailing their flag to? ITU-T H323.
