Sure a criminal's wages could be garnished to pay back his/her victims. Also this would stop the passage of laws where there is no victim (the victimless crimes that we LPers dont want in existence.)The reason murderers have to be in jail (even in my system) is you cant pay someone back for being murdered.
I also believe in minimum comfort prisons: they should be stark places with lots of room for walking for exercise and I suppose a library is ok, but not tv, whatever other non necessities are there. (I havent been to see what a prison looks like for a long time so I am no longer acquainted with what they are like.) The main point is, most people in them dont belong locked up.
