you will be amazed how long it takes people to get info like this. I cant evaluate the news since i dont really knwo how many shares they have applied for. And as i said they dont really have to buy them.

Insider purchases usually indicate that a company's prospects are improving. But, it's often a while before the actual improvement shows up in public filings.

Occasionally, it's merely a gesture on management's part to show that "the cook is willing to eat his own cooking". But usually insiders buy stock because they have reason to believe it's going up.
