Your asking the wrong person. I can say what I was told officially. What others wish to speculate on they do so at their own peril.

Check with your own legal eagles to find out what a "preliminary conference" means. If a judge renders a decision he does not usually call a conference to discuss it as far as I know. He issues his order and then depending on what he said it is either accepted by the parties or appealed by the loser.
