I dont know the contract but from what I heard its still cheaper to manufactur the stuff at the new plant price wise, But only if demand stays above the point where the new employees wont be a drag on the bottom line. So in the short run due to back logs it might be better to keep paco in line since thats a known cost and you can cut off 3/4 of it in case you dont need as much stuff. Easier than firing people and taking a charge.
