Actually, Marx was calling for people to make those decisions on their own...although he wasn't opposed to the state making those decisions. He made that statement as part of the state withering away, though (if I remember correctly - I have to review my books).
Even so, it is John Smith of Pocahontas fame. At Jamestown, he laid down the dictum that only those who worked would eat, recognizing that slackers would be the ruin of the venture. Remember, this was a business venture as much as anything else. It was necessary to provide incentives for people to do their jobs, lest the colony be a failure like previous (Roanoke) ones.
That kind of mandate is useful in small environments, and is the basis of running a business.
