That is the logical conclusion. Experience has taught us this is true. You are ignoring the lessons of history. The reason that I pointed to that time is because it was legal, widely available, and the crime rates in this country were lower. Alcohol prohibition also has been pointed to as a time when alcohol was illegal, and 'alcohol related' crime was up, and much of the same disappeared upon repeal.
