child support is another whole issue.
But I dont think you are right, I know tons of guys whose wages are garnished (very unfairly IMO) for child support. The small number that get away...we dont need them"tracked" how ridiculous. IF they get away with it they get away with it. You are still looking for some kind of 100% solution.
100% tyranny is more like it.

Ever hear of Jonathan List? Kills his entire family, leaves town quietly, moves to NC, and takes a nice job. Holds it for about 20 years before America's Most Wanted catches up with him....
Criminals hold jobs all over the US. Most are in the government, though.
