I think it is wrong to punish many for the sins of a few.<< Actually I wouldn't be shocked. Unfortuantely in a country of 200 million, laws cannot be as individualized as we would prefer. As a result laws are imposed equally on the whole, but unequally on individual circumstances and personalities. There is just no way to avoid this. I think the punitive system can address some of these issues and in a way customize the laws. So that drug use can remain illegal, but the punishment to your "responsible" members is less. Scott
