I don't think there is one simple explanation. I don't think there is one "common good". There are times when laws unfairly punish a few people, but they are neccesitated by the need to protect the society by the people who carry out the abuse the law is designed to stop.

An example, some people are very good drivers, professional race drivers. But laws prevent them from speeding on the highways, even though they are safe and capable drivers and could pick the time and place to do so safely, because many other people cannot and do not have the same capability. So thier individual freedom to drive fast is restricted for the common good.
