Federal rules is all. There is a whole list of people, board of directors, officers, etc. etc. anytime they buy or sell even one share it must be reported. This rule is for any publicly traded firm.

Jim that looks like it could be a 144 filing ie an insider trade. Still don't know why it made the wire though
