Lockheed may have written a press release, and sent it out, before they got customer approval to make the release. Most Federal contracts include a contract clause preventing releases until they are approved. Since Lockheed was listed as one of the three developers, working with SAIC as the integrator, they probably won and just jumped the gun on the release. If that were so, they would have to withdraw.
