<..whose SS7 cloud service they were planning to use..>

Didn't hear, but my guess would be the most advanced one (either currently available or soon to be available). Are there a range of SS7 service platforms, some of which enable greater data capabilities?

<..What LVLT obtained in this acquisition was...>

My understanding was that LVLT instigated the development by XCOM of an IP switch with full+ SS7 functionality. Crowe said that if they could have bought such a switch, they would have, instead of having it developed.

<..I would take that to mean that they will be providing an end to end service to the exclusion of facilities that tie into the world at large..>

This doesn't seem very likely. In any case, an exclusionary and independant phone system is not what I intended to convey with "end-to-end". My understanding of "end to end" is that they would own and bill customers 100% on their own networks, not that their networks wouldn't talk to other of the world's networks.

<..claim to be an Information Service Provider and not a PSTN carrier, then the FCC and possibly the courts will decide the matter..>

I think they view themselves as a data based CLEC, but other than their traffic interconnects, it seems they are NOT on the PSTN. So perhaps there could be some kind of regulatory challenge to their position with regard to lifeline services and the like. However, like most CLECs, I think they plan on winning business customers and will leave residential lines for a later/larger buildout.

<..These are normal SS7-related capabilities that have been in place for years, ever since 1+ dialing has been in place...>

This was his point, that LVLT will offer transparent (normal) phone service utilizing the full functionality of SS7 built into their data switches.

<..The question for LVLT and Teligent's is does is make sense to sell out at this time..>

It doesn't to me, and I don't think that's what any of these player's management is thinking for the near term, anyway.

<..I only want to more fully understand the nature of their business model..>

You might want to get their shareholder package.
