News: FCC temporarily halts Ameritech, Qwest deal

WASHINGTON, June 30 (Reuters) - Federal regulators on Tuesday told Baby Bell Ameritech Corp. (AIT - news) temporarily to stop marketing long distance service for upstart Qwest Communications International Inc. (QWST - news) after other long distance carriers objected.

The Federal Communications Commission said while the delay was in effect it would evaluate whether the marketing arrangement violated the 1996 Telecommunications Act, which prohibits the regional Bell companies from offering long distance service to their local service customers.

AT&T Corp.(T - news) and MCI Communications Corp.(MCIC - news) last month filed suit in federal court to block the arrangement, and a similar deal between Qwest and US West (USW - news). The courts deferred to the judgement of the FCC.

The FCC ordered Ameritech not to add new customers or market or promote the new service from Qwest, called CompleteAccess, for 90 days. The agency is expected to render a final decision on the legality of the arrangement by that time.

''The commission today stated that the public interest weighs heavily in favor of issuing a 'standstill' order while it decides
the significant questions affecting core provisions of the (Telecom) Act,'' the agency said in a statement.

The Bell companies maintain they are permitted under the act to market long distance service provided by unaffiliated companies.
