Many of the companies in question are giant conglomerates, with many businesses. Many of the Korean businesses have already said any available $$ will be spent "keeping up with the Joneses" in semiconductors.

LG, Hyundai etc have already said that semiconductors are a priority. Once you fall out of this game, it's difficult(impossible??) to get back in. It's also an expensive loss since many have spent Billions and decades in building up their market share. Once the upturn comes around(there will be another one contrary to the Bearish talk), these cos. all want a piece of the action.
