This is a response that was on PC Magazine Chat that I found interesting. This is one area I had not thought of in the Y2K problems.

Comment: I was intrigued by your comment in "Paying the Price for
ISDN," PC Mag, June 9, "A technician at Pacific Bell told me that the last
expert on the big AT&T ESS switches is about to leave, too. For
practical purposes the various phone companies with their vaunted big
switches are losing all the people who actually know and can operate
this gear." Do you think all those switches are Y2K compliant yet? Think
you'll get a dial tone on Jan. 1, 2000?
