I believe that Dell makes most of their own PCBs but I don't know if they subcontract the work.

As is said to John, I would expect that there is a digital PCB fab that has either lower costs or better distribution than the Houston CPQ fab, rather than CPQ 'getting out of the business'. Digital has a lot of relatively modern but underused facilities around the world.
