As a computer user (not a techie), I would disagree. It doesn't take much to learn the newer programs. I have learned to use a multitude of new tools in a relatively short period of time...and seen others do the same. THAT may not be the case for CAD, but for NC based programs, it certainly is.
Consider my MIS department's plan: high end users stay on Win95/98, and low end users are installed with NCs...For some period of time, the low end users work on the NCs as the system is stabilized and the MIS group learns to work more efficiently with the system. Eventually, the whole company is switched over...
He sees a time frame of about 1- 1 1/2 years and some substantial cost savings. Productivity gains are not expected to be high, but he estimates there will be some due to improved networking and higher speeds.
