You're right, it should be illegal. Could you imagine arbitrarily saying to your credit card company: "I owe you $4,900 and my credit limit is $5,000. I am declaring a 1 for 70 reduction in my debt to you. I now owe you $70. And I know have $4,930 available credit."

That is an extreme case, but over time the printing of shares into the float accomplishes the same level of dilution.
