ORCL is a growth stock. That means the folks that put a market cap on the company focus on future growth & rate of growth, not current income. Right now there are a few dark clouds lounging over ORCL's growth prospects over the longer term. This is why the stock is not moving.

I think the rather surprising stability in stock price of late is indicative of the premise that those who control price may very well not be viewing ORCL as a growth stock, but more rather a mature company with a flat or stable revenue base that is unlikely to disappear in the foreseeable future.

The bottom line is that the stock will not begin to move UNTIL those that can exert control over the price renew their perception of ORCL as a growth stock. How & when this will happen is the subject of many current debates. Regardless of the merits of the bullish view, you can lead a horse to water . . .
