The press release you posted is about AT&T's "Managed Bandwidth Service", which uses the Newbridge switches for customer premise equipment. AT&T is essentially OEM-ing Newbridge's equipment, and will install and integrate it for the customer who opts for this service.

Why did AT&T go with Newbridge? Probably because it's cheap stuff. I've heard some horror stories about Newbridge. It does not have the reliability and robustness required for carrier networks. But since it's cheap, the customer will have more money to spend on AT&T's ATM toll charges.
