The Bridge Bank plan still needs to be approved by the Diet, but in Japan proposals of this magnitude are not made unless the kamawashi process has assured enough votes in the Diet for passage.

Fixing the banks provides a sound basis for a recovery. With domestic demand making up 60% of GDE in Japan, the strength of the recovery depends on a sentiment change. Japan is predisposed toward saving, but the current lack of spending is related to fear and insecurity.
