Are the products crappy because they use Intel parts, or is it because after paying premium for Intel parts, there is very little money left for other components, and you have buy total crap in order to keep your cost in line with competition?

I really don't think so. ;-) That is quite a stretch and a good laugh. From the beginning Packard Bell had a failed business plan. It was called "sell all you can at the lowest price and don't worry about making a profit". Intel bailed PB out more than once, but those guys at PB were determined to fail.
