Hi Russ, This was written by Dorsey Wright and Associates. It came from their daily market report issued to industry professionals. This report is offered through the "box seats" as we call them here for a monthly fee. What you have here is the total comment for RECY. You can go to dorseywright.com and check out their site. They do have an individual site but you will have to contact them for info. The 17.5 was decided on using a vertical count method. RECY still looks good.
