Tom: you use a choke on the well (oil or gas) to control the amount of flow. You don't want to produce any well wide open because there is almost a certainty that you will a.) collapse the formation, b.) draw in unwanted liquids/solids.

A choke is chosen which will allow the maximum amount of production without causing any detrimental effects.

A further consideration is "nominations". A gas plant can only handle so much gas. The operator of the plant determines who will produce to the plant and how much. Again, the choke is used as a sort of valve to regulate the flow.

They do not however, use a choke during drilling. The weight of the drilling mud is carefully calculated so that it's density will neither run-away into the formation (too heavy) or allow significant amounts of well fluids (oil or gas and in some cases even water) into the well bore (too light).
