Rebel to a politician. Ballots for bullets.
It appears that the smart rebel, for fear of losing life and liberty, and pursuit of happiness, becomes a politician. The history is replete with this kind of transformation from a rebel cause to a political cause. Take some countries in the Middle East for past and present examples. Hope something like this also happens in Sri Lanka.

When I saw innocents being killed, I switched sides." Shah said he and many other fighters surrendered their weapons and became informants, many of them lured by government promises of jobs and money.
Do it the old fashioned way. Feed the rebel, give him a job, security and a roof over the head. He might give up his cause and become a working stiff like many of us. Death among friends (rebels) kind of softens the rebel cause.

Shah said many of his followers have begun re-arming and are preparing to launch their own assaults against militants. "If they know only the language of the bullet, then we will fight with the bullet," he said.
Indian Govt's efforts to program the rebels are working. Catch a wild elephant with another tamed elephant.
A metamorphosed rebel is less likely to give up his new found freedom, health, wealth and happiness (in relative terms), & wants to preserve the status . Peace is good for business. Eliminate any threats to peace.

It appears that Indian forces, transformed rebels, and disenchanted tired citizens want peace. Peace they will get, since Indian Govt, by judicious use of carrot and stick technique - practised & proven right in Punjab - may be getting some peace in the valley, even though the price paid by all participants were very high.
