Codec is just some software code(program) that is integrated in a system. Normally it is not a user interface or outside software module interface. It is transparent to the user. It does not matter if it is standard or not. This is not a network protocol that need to talk to the outside world or inter-layer software modules. DGIV is not AT&T, usually small companies would not submit signalling spec. to ITU. Most Telco companies are just followers from ITU standard.

I am not defending and disputing, I just share information here.
