Joseph, The responses from government entities have been varied, but they always look to see if the company is in compliance with the rules that make sweepstakes legal. Primarily, a person must be able to enter for free (No purchase required). BGI is very aggressive in promoting the free entries, and the free entries have an equal chance of winning as those who buy a phone card. There are still some legal questions in some states, and research is continuing in those areas, but in Texas, Oklahoma and several other states, the machines seem to be accepted. I have talked to company officials at length on these very issues, because they also concerned me in the beginning, but I am now convinced that it is just a very creative way to sell phone cards, and I don't expect any legal problems.
