Avoid the celeron at all costs, you will pay more for the Pentium-II of the same frequency. Buy an AMD K2-300 or higher, you will get more functionality for the $$.
Go to these URLs and read. If price no object buy a pentium-II-400 system, if cost matters buy AMD, avoid the celeron, it has no resale value at all.

If were you I would get a Xeon-400MHz with 2M L2 cache. Also get a motherboard with a quad slots for up to 4 processors. If you are not happy with 1 CPU then you can buy 3 more Xeon CPUs. 4 processors will give you the most powerful to date.

Celeron- no L2 cache
PII- Celeron with L2 cache runs 1/2 CPU clock speed
Xeon- Celeron with L2 cache runs SAME as CPU clock
