One might infer that the 13 kbps vocoder might be a cousin to the vocoder that will be used in the GSM-CDMA overlay, based on this description:

Call Clarity - Due to vocoders and robust network design, call clarity is another key benefit of the GSM-CDMA system. Utilizing innovative digital voice coding techniques, CDMA's 13 kbps PureVoiceT variable rate vocoders ensure superior voice clarity and quality while virtually eliminating background noise-even in congested urban locations. Several features of CDMA technology results in a very robust network with high call clarity. These features include rake receivers which combine calls from multiple paths, soft handoff, and power control.

The Executive Summary of Economic Study reads:

We then compared a second set of solutions that includes:
- The "GSM Enhanced Capacity" solution
- An enhanced IS95 solution (at 13kb/s and 8kb/EVRC) that will be available in 1999. This "enhanced IS-95" solution will result in doubling of the number of concurrent users per radio channel. This solution is referred as the "GSM-CDMA enhanced 13kb/s" when used with a vocoder rate of 13kb/s and as the "GSM-CDMA enhanced 8kb/s" for a vocoder rate of 8kb/s (EVRC).


And it seems like the overlay can be modified for GSM-TDMA services:

Differentiated GSM-TDMA and GSM-CDMA Services - Different services can be offered to different market segments and add benefits to customers...

Based on a reference to MobileOne, it seems that the GSM-CDMA overlay marketing material was adapted from information sent to MobileOne, which as well all know, has since expressed the desire to test the overlay.
