Sounds like the ATMs you are using want to charge you $1.00 to use their machines. Waterhouse is not charging you that $1.00, or anything at all for that matter. I used the links below to locate ATMs in my area that do not charge fees to use their ATMS. If you try to use your Waterhouse card at a bank ATM (B of A, Wells Fargo, etc.) most will try to charge you a fee. Good luck.
