"If there's a buyer" and the company, like I believe, sucks, than why would he buy? Maybe he wants to get a large long position, enough to squeeze out the short. In this case, all he needs is a promise from the company not to increase available shares. The company may be worth nothing, but the stock will still fly high since they have no choice but to buy. And if you control all these shares, you can say I don't sell for less than $20 and the stock will get there in seconds.
