Not necessarily. Back on 4/17, buried in the CMED press release, one finds:

The company's joint venture with R.W. Beck that addresses the utility market also secured several engagements in its first two months of operation.

None of those deals were ever announced. [Much to my disappointment.]

As to Why would they close deals without announcing them?

My guess is the clients want to play down their y2k vulnerability.

I heard quickly on CNBC this AM a one line -
British insurers wash their hands of any Y2K liability...

That was it. A report probably occurred later in the morning, but I did not see it.
