U.S. Companies to Get Freedom to Export Encryption Technology Bloomberg News July 7, 1998, 5:07 a.m. PT U.S. Companies to Get Freedom to Export Encryption Technology Washington, July 7 (Bloomberg) -- The U.S. Commerce Department is expected to ease its constraints on exports of encryption technology this week, giving software companies more freedom to sell their technology to foreign financial institutions as early as this summer, the Washington Post reported in its three-star edition. The announcement, expected to come from Commerce Secretary William Daley, will relax current rules, which require banks and securities firms to apply for permits before exporting anything but the simplest versions of encryption software, the Post said. For years, the U.S. has been hesitant to allow such technology to go overseas for fear that terrorists or hostile governments would use it to prevent the U.S. from spying on telecommunications, the Post said. Last month, the chief executives from computer software companies such as Microsoft Corp., Lotus Development Corp. and Novell Inc. failed to reach agreement on encryption guidelines in talks with Justice Department and FBI officials.
