Bill, I am not sure as I am not all familiar whit oil companies. Two things are certain;

1. Oil prices are very low and hurt many Asian economies
2. low oil prices put many oil producers in a social bind and potential political unrest and even violence.

As a result Russia and ME countries are prone to violent unrest and it is in the US interest to move oil prices up above the $15-$16 price IMHO.
